The circuit has been reverse engineered. It looks like its part of an inductive-boost converter. An inductance is connected between a DC source and the Heat Sink input. The BUX98A NPN transistors are rated at 30 Amp average Ic (60 Amp peak, < 5 msec) each and the RGP30M diode is rated at 3 Amp average If (125 Amp peak, < 8.3 msec).
